Court counselor. For 1916 was an agent of the Imperial Embassy in the United States. As a representative of the Ministry of Trade and Industry of the Russian Empire in charge of maritime transport and transport stockpiling Committee. Engaged in supply of American weapons for the Russian army during the First World War.
